The City of Appleton Common Council and Appleton Library Board are considering a mixed-use library development proposal submitted by Commercial Horizons. Of the 5 development teams that submitted proposals, 3 teams were interviewed by City staff. Following the scoring and interview process, the team led by Commercial Horizons, partnering with Miron Construction, Eppstein Uhen Architects, OPN Architects, and Founders 3 was chosen for its ability to address the needs of the project as well as the experience and reputation for quality the partners bring to the project.
An open house on this proposal was held on Thursday, March 15, 2018. This included presentations by Mayor Hanna, City staff, and Commercial Horizons development team followed by a question and answer session. Click the following to watch a replay of the presentations and Q & A session.
A joint meeting of the Finance Committee and Appleton Public Library Building and Equipment Committee was held on Monday, February 26, 2018. The Request for Proposals was made available on November 16, 2017, and was due by noon CST on January 12, 2018. The City of Appleton held a tour of the Appleton Public Library facilities and site on December 6, 2017 for developers interested in responding to the Request for Proposals (RFP) for the Mixed Use Library Project. A joint meeting of the Finance Committee and Appleton Public Library Building and Equipment Committee was held on Monday, March 26, 2018 at 5:30 p.m. in Council Chambers for vote. This recommendation proceeded to Common Council on Wednesday, April 4, 2018, and they voted 14 to 0, with 1 abstention, to move forward with discussions/negotiations with the Commercial Horizons development team on the Soldier's Square site. The recommendation then proceeded to the Library Board on Tuesday, April 17, 2018, and they voted 9 to 0 to support the City's efforts to include the Library's needs as identified as Option 1 in a mixed use development with Commercial Horizons on the current site of Soldier's Square Parking Ramp. With both the Council and Library Board supporting this action, the City will now continue with further discussions, due diligence, information gathering, etc. on topics such as, but not limited to: engineering, design, program review, financing, parking development agreements, etc.
