Accessibility at the forefront of downtown mobility plan
We now have a better idea what mobility changes are in store for downtown, based off a recently completed traffic study by our traffic engineering division.
The 2016 mobility study identified a number of opportunities to make travel in and around downtown easier and safer for drivers, bicyclists and pedestrians. Using recommendations from the mobility study, our traffic engineering division completed an extensive modeling analysis, looking at current traffic data, including peak time traffic counts in the downtown area. It also takes into account potential developments currently being discussed and how those developments would impact traffic and travel downtown. It's also important to note that this study did not analyze parking. The plan shows what we anticipate on-street parking will look like when all of the street projects identified as part of the plan are completed. All projects will need Common Council approval prior to being completed.
Following up on recommendations made in our mobility study, the centerpiece of the plan is turning Appleton St. back into a two-way street. That work is already underway with the realignment of the bridge over Jones Park. The Appleton Street conversion will take place later this year. Other changes will convert downtown one-way streets into two-way streets, while adding bike lanes, enhanced pedestrian crossings at some intersections and new downtown on-street parking. Many of those changes and enhancements will occur between 2021-2023.
Highlights of the plan:
- Appleton St. becomes two-way in 2019.
- Morrison St. from College Ave. to Harris St. becomes two-way in 2019.
- All-way stop, raised intersection at Oneida St. and Morrison St. intersections with Lawrence St.
- A one-way stop eastbound with a raised intersection at Lawrence St. and Durkee St.
- Adding turn signals at Division St., Oneida St., Morrison St. and Durkee St. intersections with College Ave.
- Improved access to Jones Park through Rocky Bleier Run.
The map also shows areas where potential developments that have been discussed, will be located as well as where some future development could occur.
Projects will go before the Common Council based off of our 5-year paving plan schedule. That schedule is subject to change, based on timing of downtown development projects.
