Sex Offender Release Notification & Public Meeting Announcement
The following release is authorized by the Outagamie County Sex Offender Community Notification Core Team. The Core Team is made up of representatives from local law enforcement, Department of Corrections and the Outagamie County District Attorney’s office. The Core Team evaluates and makes decisions on the level of notification to the community for the pending release of sex offenders under Wisconsin Statutes 301.45 and 301.46.
The Core Team will be holding a Community Notification Meeting at 6:30 PM on Thursday, November 8, 2017, at the Appleton Police Department (222 S. Walnut Street). Members of law enforcement, the Department of Corrections and other public officials will present information and answer questions during the meeting.
Information about the Community Notification Law and the release of Jerome Litscher will be presented during the meeting. Jerome Litscher will be residing at 1717 S. Telulah Avenue. He will be subject to 24 hour GPS monitoring. A photo of Jerome Litscher is attached to this release and will also be available at this meeting. Detailed information regarding his offense history, information about protective behaviors and personal safety in our community will also be discussed. Litcher’s criminal history places him in a classification level reflecting a higher risk to the community. He is not wanted by police at this time.
The Core Team encourages citizens of Appleton to attend this meeting; to gain knowledge about this offender and his release into our community. As a community, we have a chance to work together to enhance public safety through crime detection and prevention; while holding this offender accountable. Due to the topic matter of the meeting, we request that only adults attend.
Sex offenders have always lived in our community. However, until the passage of Megan’s Law in 1997, law enforcement often didn’t know where offenders were living and were not able to share information with the general public, if such information was made available to them. Community notification is not intended to increase fear. Rather, it is our belief an informed public is a safer public.
|Jerome C. Litscher
Jerome Litscher was convicted of six separate registerable offenses between 1959 and 1997. Each of those offenses involved sexual contact with juvenile males between the ages of 12 years old and 15 years old. Five of the victims were acquaintances of Litscher; one victim was a stranger.
