Statement from Chief Thomas
The following is a message from Chief Todd Thomas regarding an ongoing investigation into an officer-involved shooting occurring inside the Apple Pub on Sunday, May 21, 2017:
Investigators are currently working on positively identifying the male who died from the shooting incident at Jacks Apple Pub early Sunday morning.
The other individuals injured in this incident will be identified at the conclusion of the investigation.
As is standard practice, and following department policy, Lt. Steinke is on administrative assignment during the investigation. The officer who was with Lt. Steinke at the time of the incident is also on administrative assignment until after his interview. Because of his proximity to the incident he will be formally interviewed by investigators, it is expected he will go back to full duty status after his interview.
There have been conflicting statements made by individuals involved in this which has made this traumatic event even more difficult. We are asking for the media and the public’s assistance while this investigation proceeds to help us all obtain the most accurate account of what happened. It is extremely important that we don’t make assumptions about what occurred based on preliminary and conflicting statements. It is very important that critical interviews that need to be done yet are not tainted, or could even be perceived as being tainted.
We all want an investigation that is professional, thorough, timely, and credible. The Green Bay Police Department is leading the investigation so, appropriately, we don’t have access to a lot of the detailed information. The details that we do know we will not release, including what may have occurred in the bar, the descriptions of who was involved, their actions, the number of rounds fired, and many other details. If this information was released it would impact the credibility of the entire investigation, which would be a disservice to everyone involved and our community.
We hope we have proven to the community from previous incidents that we have developed an investigative process that is credible and timely. We created this process to ensure we are able to quickly respond to the community and those involved when these tragic incidents occur; we only ask for patience so that the investigation is not compromised in any way.
We appreciate those who are giving the investigators the time they need to properly investigate this incident. We also want to thank those in the community who have offered support and best wishes to Lt. Steinke and our other employees who are involved. We ask for you to keep in your thoughts and prayers the other individuals involved in this incident, and their loved ones.
These incidents are rare and we do live in a peaceful and safe community. We would encourage people to remember that tragic incidents like this are not patterns of behavior for our community but instead are usually triggered by the reckless actions and decisions of one person, which unfortunately impacts all of us.

We will release the name of the deceased individual when we can. Unless there is a significant development there will be no other information released until the conclusion of the investigation.
