Signs are prohibited on the terrace or anywhere else in the public right-of-way. Signs, handbills, posters or notices may not be placed on traffic control boxes, traffic signs, utility poles, or traffic control support structures. See Municipal Code §§23-505 and 23-507.

If you received a TRIP (Tax Refund Intercept Program) letter from the City Attorney’s Office and want to appeal the submission, BEFORE YOUR DUE DATE you need to send the City Attorney’s a written appeal or request for an appearance before the Administrative Services Committee of the Common Council. If you send a written request, it will be submitted to the Finance and Administration Committee at their next regularly-scheduled meeting. You can include the information relating to your request to appeal your entry into the TRIP system or you can appear in person at the meeting. If you appear at the meeting, you may be asked to present your case, or answer questions from the Committee to aid them in making their decision. Once the Committee makes their decision, their recommondation goes to the full Common Council for approval/denial. You will be notified in writing of the decision. PLEASE NOTE: this is the final step in the appeals process. If you have questions about this process, or general questions about the TRIP program, please contact our office at 920/832-6423.

The Appleton Police Department does not provide extra patrol for residents on vacation. We do suggest that you contact a neighbor or family member that watch over the residence and call the police to report any suspicious activities. Additionally, we recommend that you set timers for your lights and stop mail/newspaper deliveries so the house does not appear vacant.

11. I want to know more about the Explorer Program. (Police - General)

Exploring is a program for young adults (ages 14-21) who want to learn more about careers by visiting working settings, talking with professionals, and actually trying out certain work activities. Both sites accept grass clippings, brush, yard waste, and motor oil. Site attendants are available for questions.

The Municipal Service Building yard waste site is a full customer service center and is available to all City of Appleton residents (non commercial use only). In addition to the above, antifreeze, metal, appliances, tires, car batteries, and refuse can be brought to the Glendale Avenue site during operating hours. See the site attendant before dropping off any of the above-mentioned items. Please tarp or secure loads taken to the yard waste sties. Branches and debris that fall onto the road are a safety hazard.

The yard waste sites DO NOT accept electronics, shingles, concrete, dirt, sod, propane tanks or hazardous waste.

Please be prepared to show proof of residency to the attendant. Residential waste only - No debris accepted from contractors.

Both sites are closed on City-observed holidays.

To find your alderperson, as well as other helpful information, click on the My Neighborhood icon on the home page.
Once in My Neighborhood, enter your street address as requested and click on "submit".
Your property id number and address should appear on the screen.
Click on the property id number (in blue) on the left side of the property information.
When your property information is shown, click on the "Government" tab to obtain your alderperson information.

18. I want to park my vehicle on the street overnight. (Police - General)

Vehicles are prohibited year round from parking on any City street from 2:00 AM to 5:00 AM. Permission may be granted up to seven times per residence by calling (920) 832-5500. Construction permits may also be obtained at the front desk of the Appleton Police Department.

19. I want to play my guitar and sing on College Avenue, can I? (Attorney's Office - General)

The City does not have a street performer license at this time so the same rules as picketing/protesting apply. You can sing and play on College Avenue as long as you do not impede the flow of traffic (foot or vehicle) and YOU CANNOT ASK FOR MONEY. Nothing prohibits you from leaving your guitar case open for people to throw money in, if they wish, but you cannot ask for it!

20. I want to post rummage sale signs on the terrace/telephone poles. (Police - General)

No signs may be placed upon boulevards or terrace areas such as "rummage sale signs", political endorsements, etc. Additionally, signs may not be posted on power poles, utility poles or traffic signs and signals., per City ordinance.

21. I want to properly dispose of my worn American Flag. (Public Works - Garbage)

The City of Appleton, in cooperation with the American Legion, have placed a container at the Glendale yard site for residents to drop off worn or damaged American flags.

22. I want to properly install my mailbox. (Public Works - Street Maintenance)

Mailboxes should be installed at a height of 42-48 inches from the road surface to the bottom of the mailbox or point of mail entry, and set back 8 inches from the front face of the curb or road edge to the mailbox door. Where there is no curb, the height of the mailbox should be 48” from the top of the ground to the bottom of the mailbox.

The City of Appleton will not be responsible for any mailbox, damaged in the course of City operations, that does not meet the above requirements.



23. I want to put a swimming pool in my yard. (Police - General)

A building permit is required for all swimming pools and hot tubs of a depth of 24 inches or more. Contact the City of Appleton Inspections Department at (920) 832-6411 for further details.

24. I want to put flyers on people's cars advertising my business (Attorney's Office - General)

Under Sec. 12-2 billposting is prohibited, “(a) No person shall affix any handbill upon any vehicle on public or private property, unless the owner(s) of said property consents.”

Sec. 12-1. Billposting; definitions.

(a) Billposting means affixing, depositing, distributing, posting, placing, painting or tacking of any handbill.

(b) Handbill means any bill, card, sign, circular, flyer, leaflet, pamphlet, paper booklet, poster or any printed or written material which does the following:

(1) Advertises any business, merchandise, product, commodity or thing;

(2) Directs attention to any business, mercantile or commercial establishment or other activity, for the purpose of either directly or indirectly promoting sales; or

(3) Directs attention to or advertises any meeting, theatrical performance, exhibition, entertainment or event of any kind for which an admission fee is charged for the purpose of private gain or profit.

(c) Person means any person, firm, partnership, association, corporation, company or organization of any kind.

Sec. 12-2. Billposting prohibited.

(a) No person shall affix any handbill upon any vehicle on public or private property, unless the owner(s) of said property consents.

(b) No person shall post any handbill on any pole including utility poles, telephone poles, lampposts or poles used for an official sign, on the sidewalk, public or private, on any store, business, barn, shop or other building, either private, municipal or public, or on any fence, bridge, wall or other building or structure except the following:

(1) A dwelling under the following conditions:

a. Handbills are securely affixed.

b. Handbills are distributed only during daylight hours.

c. No person shall distribute, deposit or place a handbill upon any dwelling which is temporarily or continuously uninhabited or vacant.

d. No person shall distribute, deposit or place upon any dwelling a handbill without the name, address and phone number of the person causing the handbill to be distributed, deposited or placed.

e. No person shall distribute, deposit or place upon any dwelling a handbill that contains obscene or harmful material as defined by WSA §948.11.

(2) A billboard.

(c) This section shall not apply to notices, warnings or other communications by, or on behalf of, the City.

27. I want to trim my neighbor's tree because it's hanging over my property (Attorney's Office - General)

If the tree is on private property, the City Attorney's Office would not be able to assist you with this. You should try to work it out with your neighbor. The City of Appleton does not have any ordinances regarding trees/branches on private property.

If the tree in question is on public/City property (on the terrace or other rights-of-way), please contact the City of Appleton Parks and Recreation Department, Forestry Division at 920/832-5905.
