  • Absentee Ballot Request - Hospitalized Voter - Download
    If you are in the hospital and unable to go to the polls on election day, you can receive an absentee ballot by appointing an agent to deliver and return your completed ballot. The elector and assigned agent need to complete the absentee ballot request form. To obtain a ballot while in the hospital,you can use this form.

    Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. To obtain an absentee ballot you may
    1. Personally come to the City Clerk's office to cast an absentee ballot, or
    2. You can make a request in writing and we will mail you an absentee ballot. The written request must include your voting address within the City of Appleton, the address where the absentee ballot should be sent, if different, and your signature. You can also print our Absentee Ballot Request form. If you use this form, remember TO SIGN AND DATE THE FORM BEFORE SUBMITTING IT.

    Absentee ballots are available 2 weeks prior to each Election

    The City is divided into Aldermanic Districts and Wards, which determine your voting location. Your voting location can be found by using the polling locations search: Where Do I Vote In Appleton? Enter your address and click "search" to learn your district number, polling location and view of map showing the location.

    The deadline for making application to vote absentee by mail is 5:00 p.m. on the Thursday preceding the election. The deadline for voting an absentee ballot in the municipal clerk's office is 5:00 p.m. on the Friday preceding the election.

    All voted ballots must be returned to the Clerk's office so they can be delivered to the proper polling location before the polls close on Election Day. Any ballot received after the polls close will not be counted.

    Anyone wishing to vote in the City of Appleton has three options to register:
    • IN PERSON
    • BY MAIL
    • AT THE POLLING PLACE ON ELECTION DAY
    1. IN PERSON: Register in the City Clerk's office any weekday 8:00 a.m. to 4:30 p.m. and up to 5:00 p.m. on the Friday before the election. For your convenience we do offer alternate locations for voter registration (County Clerk's Office and the Appleton Public Library). Please be aware that these locations offer different hours and cannot be used for registration after the 3rd Wednesday preceding the election.
    2. BY MAIL: Complete the Voter Registration Application. Print the form, BE SURE TO SIGN AND DATE THE FORM, and mail to the Appleton City Clerk's Office along with a copy of acceptable proof of residence. You may register by mail until 5:00 p.m. on the 3rd Wednesday preceding the election.
    3. AT THE POLLING PLACE ON ELECTION DAY: If you wish to register to vote at your polling place, you must bring acceptable proof that you have lived at your present location for 28 days preceding the election. This is ONE piece containing both the current name and address.

    Important: The copy of the proof of residence must be included when submitting the voter registration application by mail.

    What if I have changed my name or my address since I voted last?

    To change your name and or address you will need to complete a new Voter Registration Application. Attach one form of acceptable proof of residence and mail to the Office of the City Clerk. You are also welcome to personally visit the City Clerk's office to make the necessary changes to your voter registration record. Feel free to call 832-6447 if you have any questions.

    Appleton Honors Juneteenth with 4th Annual Celebration!
    Celebrating Freedom, Unity and Community

    African Heritage, Inc. has once again joined the City of Appleton to bring the Juneteenth Celebration to Appleton on Sunday, June 23 from 1:00 p.m. – 6:00 p.m. For this year only, we have moved the location for the 4th Annual Juneteenth Celebration to Appleton’s beautiful, historic and tree-filled City Park at 500 East Franklin Street in Downtown Appleton. This event is free and open to everyone!
    JUNETEENTH HISTORY
    From its Galveston, Texas origin in 1865, the observance of Juneteenth as the African American Emancipation Day has spread across the United States and beyond and is the oldest African American celebration in our history! Today Juneteenth is commemorated in 42 states and in December 2009, Governor Doyle signed the resolution to include Wisconsin as one of the states commemorating Juneteenth. In addition to the annual Juneteenth program this year we celebrate the 150th Anniversary of the Emancipation Proclamation. In honor of the 150th Anniversary, we honor those who fought and died to end slavery, including Appleton residents who were once slaves themselves.

    APPLETON’S HISTORY – FORMER SLAVE TURNED SOLDIER
    Mr. Artist’s biography provided by Nick Hoffman-History Museum at The Castle
    Civil War veteran Horace Artist had a long journey to Appleton. In 1842, Horace Artist was born into slavery on a plantation near Norfolk, Virginia. Twenty years later, during the Civil War, he witnessed the Union Army’s invasion when they captured the city from the Confederates. Because the Union Army occupied Norfolk for the remainder of the war, Horace was likely emancipated soon after President Abraham Lincoln ordered the Proclamation in 1863.
    Risking his life, he traveled west to Ohio where he enlisted in the 31st United States Colored Troops, quickly returning him to the warfront in Virginia. Marching through the south, Horace became an emancipator as his regiment likely freed many people from bondage. A slave just three years prior, Horace and his regiment witnessed the surrender of Robert E. Lee’s army at Appomattox effectively ending the Civil War. However, with confederate holdouts throughout the southwest, Horace’s regiment was shipped to the Rio Grande border in Texas, where he was discharged to start a new life.
    By 1890, Horace moved to Appleton, joining a small, but historically important community of antebellum free black settlement. Here, he worked as a scavenger and day laborer, became a member of the Congregational Church and the Grand Army of the Republic. Appleton’s integrated G.A.R. post was rare in Wisconsin as most chapters distinctly excluded black membership. Appleton was not always friendly to black people and he likely experienced racism similar as in the south. Passing in 1910, Horace’s life serves as a reminder of the courage by city’s early black residents on their journey north.

    JUNETEENTH APPLETON
    The committee planning the Juneteenth Celebration anticipates a large audience of up to 5,000 people from Appleton and surrounding communities. African Heritage, Inc. Juneteenth Co-Chairs Dr. Bola Delano-Oriaran and Dr. Sabrina W. Robins state that, “African Heritage, Inc. together with the City of Appleton, is excited to have a signature regional celebration that commemorates American freedom. We have received an enormous amount of support from many businesses, community organizations and leaders. The proceeds of the Juneteenth Celebration will support scholarships for high school and college students currently enrolled in Wisconsin schools. Come to the Juneteenth Celebration, you are guaranteed to have a great time!”

    SCHEDULED EVENTS
    This year we hold Juneteenth in the afternoon. Starting at 1 p.m., we’ll have performances by audience favorites Unified Soul and Unity the Band. Joining us for the first time this year is the Jesse White Tumbling Team. Jesse White Tumbling’s Team will kick off the day with entertainment for the entire family. A DJ will provide ongoing entertainment in-between acts! Along with all of this entertainment, there will be a Mayoral Proclamation. This event is a family fun event for all ages!

    This year’s Children’s Village will be a great experience for children of all ages, full of storytelling, games, arts and crafts and so much more brought to you by the City of Appleton Parks, Recreation & Facilities Department, YMCA of the Fox Cities, Building for Kids Children’s Museum, the Appleton Public Library and the Boys and Girls Club of the Fox Valley.

    Audiences will enjoy an African pavilion selling African clothes and vendor booths selling African American Soul food and African cuisine, along with community vendors selling various food and merchandise. Information booths from many local organizations will be set up throughout the park.     In the City of Appleton, it is permissible to hang flyers soliciting business on the doors of homes. The flyers must identify the business being advertised, must be securely attached to the door, contain nothing “improper”, must not be dropped to vacant homes and must be dropped during daylight hours (Municipal Code Section 12-2).

    No permit is required as long as there is no business being transacted with the homeowner at the time the flyer is placed on the door. If the homeowner answers the door and a transaction is made to purchase the service offered on the flyer, then a Commercial Solicitation License would be required for the company.

    A Commercial Solicitation License is also required if the telephone is used for “cold calling” to try to solicit business.

    No permit is required for newspaper ads or mailings.
