Assessment Information |
The assessment policy is adopted
annually, generally in December, by the Board of Public Works.
Public Works related assessments apply to the following construction
projects:
Asphalt Paving/Reconstruction,
Concrete Paving/Reconstruction, Detention Basins, New Subdivision,
Grading and Graveling, Sanitary Sewer Construction/Reconstruction,
Sanitary Sewer Laterals, Sidewalk Construction/Replacement, Storm
Sewer Construction/Reconstruction, Storm Sewer Laterals (Commercial
Only), Water Main Construction (New Only).
With the exception of the area
assessment for sanitary sewer interceptors and storm sewers in new
subdivisions, and required stormwater detention facilities,
assessments are charged based on front footage. Residential
properties typically receive a discount for multiple frontages.
Work on frontages where access is prohibited is not assessed against
the property.
Asphalt and concrete paving,
sidewalks, sanitary sewers, storm sewers, and water mains are
included in the Department's capital improvement plan. This
plan shows intended improvements for a five year period and provides
the first public notice that work is anticipated. Affected
property owners are sent a letter notifying them of the proposed
project, assessments, and of the public hearing on assessments held
by City Common Council.
Concrete reconstruction projects
have several additional steps in the assessment process. Property
owners are notified of the intent to proceed with a project and
invited to an informational meeting. A design hearing is then
held by the Municipal Services Committee. From that point, the
process continues similar to that for other projects.
Any appeals or requests for
modification to assessments must be directed to the Board of Public
Works for consideration.
