The City of Appleton received over $160,000 in CDBG-R entitlement funding under the American Recovery and Reinvestment Act of 2009 (ARRA). This program operates under the same federal regulations as the regular CDBG program, but encourages funding of projects that improve public infrastructure, energy efficiency/conservation and job creation. With these funds, the City will undertake two low-moderate income area benefit activities.
The L.E.D. Streetlight Upgrade Project involves installation of 98 L.E.D. fixtures in central city neighborhoods. In addition, the economic benefits related to costs savings derived from energy efficient L.E.D. streetlights, will be voluminous. Furthermore, L.E.D. streetlights improve security by allowing people to more easily detect potentially dangerous situations, assist people in better identifying physical hazards, such as ice, curbs or other objects, and produce a cleaner light that yields higher accessibility levels for those who are physically or visually disabled.
The Urban Tree Planting Project will involve the planting of 325 new urban trees, in addition to replacing 255 Ash trees that have the potential to be damaged by an Emerald Ash Borer, in central city neighborhoods. Urban trees provide a multitude of “quality of life” benefits, including: Improving Air Quality; Reducing Stormwater Runoff/Erosion; Conserving Energy; Creating Habitats for Plants/Animals; and Promoting Community.
The 2008 Annual Plan Substantial Amendment, which includes the CDBG-R proposals, can be found on the CDBG Documents page.
