CITY OF APPLETON
PARKS AND RECREATION DEPARTMENT
REID GOLF COURSE
OPERATIONS, RULES, AND REGULATIONS OF PLAY
The operation and maintenance of Reid Golf Course will be in accordance with accepted standards applicable to golfing facilities. Exceptions to general golf practices are because of specific City requirements and Parks and Recreation Committee policy.
1. Every golfer on the golf course must obtain a daily golf ticket or daily receipt. All golfers must possess a daily golf ticket or daily receipt while on the golf course. Spectators are allowed only when permission has been received from the Clubhouse Manager.
2. The Clubhouse Manager will be allowed to play the course without paying green fees.
3. Unauthorized person(s) will not be permitted to walk, ride or rest on the golf course premise, with the exception that one walk-along per foursome, or smaller group, may be allowed only after receiving daily permission from the Clubhouse Manager or Starter. (Examples of unauthorized person(s) include but are not limited to: trespassers, walkers, joggers, bicycle riders, picnickers, kite flyers, or disc golfers).
4. The Clubhouse Manager, Starter, Ranger, or Superintendent may remove a golfer(s) from the golf course for flagrant violation of course rules or golf etiquette. Examples of such violations include obnoxious behavior, intoxication, damaging the course, holding up play, failure to follow course design of consecutive numbered holes.
5. The Clubhouse Manager, Starter, or Ranger may remove a golfer from the course when the golfer cannot reasonably hit the ball or keep up with the normal pace of play on the golf course.
6. Each golfer must have at least 3 clubs and a bag.
7. Golfers must wear proper attire including shirts and shoes at all times. Shoes with metal spikes are not allowed.
8. Golfers must replace all divots and fix ball marks on greens.
9. The Clubhouse Manager may restrict golfer(s) from the course for a specified time for making tee time reservations and not showing up to play, and/or flagrant or repeated violations of golf course rules.
10. No person will be permitted to play golf on the golf course after the Golf Course Superintendent or the Clubhouse Manager has closed the golf course.
11. A Junior is defined as an individual age 17 years and younger.
12. A Senior is defined as an individual age 62 years and older.
13. Individuals that provide false or incorrect information for the purpose of securing golf privileges will be removed from the golf course and may be prosecuted under the law.
14. Golfers must play in foursomes when determined by the Clubhouse Manager or Starter based on the busy time periods at the course.
15. Food and beverages purchased off-site are not allowed in the clubhouse or on golf course property.
16. Situations not covered under this policy are left to the discretion of the Golf Course Superintendent or the Clubhouse Manager.
STARTING RULES
1. All golfers must present the daily ticket or daily receipt to the starter upon request from the Starter, Clubhouse employees, or employees of the City of Appleton.
2. All golfers are to begin play on Number 1 tee. If golfers wish to begin play on Number 10 tee, permission must be secured from the Starter or Clubhouse Manager so play will not interfere with other golfers.
3. Any golfer stopping in the Clubhouse for more than 10 minutes coming from Number 9 green may forfeit his right to continue his order of play on Number 10 tee. The golfers must check in with the Starter or Clubhouse Manager before teeing off again. (All golfers must maintain their playing position without undue delay of the course at all times, or as directed by the Clubhouse Manager, or Starter).
4. Clubhouse Manager/employees are responsible for assigning foursomes and placing them on the course.
5. The Clubhouse Manager/employees are responsible for all starting rules and regulations of the course.
RESERVATIONS AND CASUAL PLAY
1. Tee-times for foursomes only may be reserved seven days in advance. Reservations may be made either in person or by telephone. Only one tee-time will be granted per foursome.
2. Reservations are designed for foursome play and any consideration will be given to them first.
3. Four tickets must be given to the Starter/Clubhouse Manager before any member of the foursome can tee off. The Starter/Clubhouse Manager may assign single(s) to fill any unused portion of the reservation. If the Starter is not on duty, then all golfers must present the daily ticket or daily receipt upon request from the Starter, Clubhouse employees, or employees of the City of Appleton.
4. The Clubhouse Manager or Starter may refuse to accept a reservation from anyone due to failure to honor previous reservations.
5. Starting procedure will be three reservations followed by an open time on a recurring pattern, except during outings, special events and league play.
RAIN CHECKS
1. A rain check is good only for the season issued. A 9-hole rain check may be used for 18-hole play by purchasing an additional 9 holes of play.
2. If an individual begins play while it is raining, they forfeit their right to a rain check, unless lightning or other dangerous conditions materialize after play begins, as determined by the Clubhouse Manager or the Starter unless the Golf Superintendent or the Clubhouse Manager closes the course.
3. Rain checks will only be issued to those golfers who have played 4 holes or less per 9-holes.
REFUNDS
1. Season Passes - There will be no refund issued for season passes without approval of the Parks and Recreation Committee. Exceptions may be granted in hardship cases.
2. Coupons - Refunds will be issued only for complete and unused coupons purchased within the previous 30 calendar days.
3. Exchanges – Coupons.
3. (1)
a. The exchange of a coupon book for a season pass shall only be allowed for the golf season in which the coupon book was purchased.
b. Individuals are allowed to upgrade both unused and partially used coupon books to any season pass.
c. An individual will receive 100% credit of a coupon book toward the purchase of a season pass provided the following conditions are met:
aa. The individual provides the original receipt for the purchase of the coupon book and the receipt matches the purchase date of the coupon book.
bb. All 12 coupons in the coupon book are unused and returned to the Clubhouse Manager.
cc. The request for an upgrade to a season pass is submitted within 30 days of the purchase of the coupon book.

d. An individual will receive 90% credit for unused coupons of a coupon book toward the purchase of a season pass provided the following conditions are met:
aa. The individual provides the original receipt for the purchase of the coupon book and the receipt matches the purchase date of the coupon book.
bb. Any unused coupons from the coupon books are returned to the Clubhouse Manager and the used coupons have been appropriately redeemed.
cc. The request for the upgrade is submitted within 45 days of the purchase of the coupon book.
e. No credit will be received toward an upgrade of a coupon book to a season pass if all the coupons in a coupon book have been redeemed.
GOLF CARTS
1. Carts may only be rented and operated by individuals over 18 years of age.
2. No more than two people are allowed on a cart.
3. The lessee prior to operating the cart must sign a liability waiver and/or a waiver of responsibility. The lessee is financially responsible for damage to the cart and/or golf course while the cart is in his possession.
4. Carts must be kept 30 feet from greens and tee areas.
5. No privately owned carts are allowed on the course without written authorization from
the Appleton City Council.
HIGH SCHOOL AND COLLEGE SCHEDULE OF PLAY
1. Respective schools must file a request and schedule with the Parks and Recreation
Department for approval no later than April 1.
2. The number of school golfers allowed on the course will be determined by the Parks and Recreation Department or the Clubhouse Manager.
3. Golfers must be accompanied at all times by a coach.
4. This program is limited to the high school golf season or to a limited official extension of the school golf season.
5. All school golfers must be authorized by the coach and registered with the Clubhouse Manager or Starter. Up to two coaches per school per day will be allowed to play the course to instruct students without paying additional green fees.
6. School(s) will not start practice rounds after 4:00 P.M. unless the Clubhouse Manager grants permission.
7. Schools will not be allowed to practice on match days, weekends, or holidays.
8. School teams or school team golfers will pay fees in accordance with the regular published schedule, unless authorized by the Parks & Recreation Committee.
GOLF SEASON - TIME OF OPERATION
1. The golf course will be open daily from dawn to dusk. Golfers that tee off before the clubhouse is opened must obtain a daily receipt immediately after completing nine holes.
2. No one is allowed to tee off after the closing of the golf shop.
3. The Golf Course Superintendent will determine the opening and closing of each season.
LEAGUE RULES AND REGULATIONS
1. Advance payment for league play will be made on a seasonal basis. The designated league representative will submit payment on one check to the Clubhouse Manager not less than two weeks in advance of the league play start date. Alternative methods of prepayment are subject to approval of the City and the Clubhouse Manager.
2. Leagues are not allowed to change their schedules without authorization from the Clubhouse Manager. League play will not be cancelled or rescheduled unless the Course is closed on the day of their scheduled play. In the event the course is closed, the league will be allowed to reschedule play at the end of their regular league season.
3. League requests for seasonal reservations submitted after October 1 will be honored based on course availability and at the discretion of the Clubhouse Manager.
RULES AND REGULATIONS FOR GOLF TOURNAMENTS
1. All tournaments are to be approved at least than thirty (30) days in advance of the tournament dates by the Clubhouse Manager and the Park and Recreation Department. The Park and Recreation staff reserves the right to maintain an appropriate balance between tournament play and open play by limiting the number of tournaments.
2. All tournaments shall be the responsibility of the Clubhouse Manager. The tournaments must be open to the public.
3. All tournament privileges granted require posting of all playing groups with the Starter by the Clubhouse Manager or person assigned this duty.
4. All rounds of golf must be paid for before starting play in a tournament.
5. All golfers must follow the rules and regulations of the course established by the Parks and Recreation Committee.
6. All merchandise and/or gift certificate prizes must be purchased or issued through Reid Pro Shop.
7. For all events held at the course, all food and beverage services (catering included) must be purchased and coordinated through the Clubhouse Manager. No potlucks will be allowed.
8. Any staff, labor, equipment or supplies utilized specifically for an event will be charged back to the sponsoring organization.
CONCESSION OPERATION
1. A concession and beverage cart will be operated at the course for the convenience of the public.
2. Food item concessions will be open from 11:00 a.m. to 9:30 p.m. conditional upon weather and amount of play.
1. Clubhouse will be vacated by 11:00 P.M.
4. Food and beverages purchased off-site are not allowed in the Clubhouse or on golf course property.
OUTINGS
1. All outings booked in advance are required to submit a $200.00 deposit at the time of signing the agreement. If the event is cancelled 60 days or more in advance of the event the entire $200.00 will be refunded. If the event is cancelled more than 30 but less than 60 days in advance of the event, a $100.00 refund will be issued. If the event is cancelled less than 30 days in advance of the event, no refund will issued.
2. Outings are defined as events that are privately sponsored and typically not open for public participation. Examples of small outings include: family reunions, wedding parties, and neighborhood outings. These events may be booked at the sole discretion of the Clubhouse Manager, based on time availability.
3. Larger outings, those with greater than 40 players, are advised to submit their requests to the Clubhouse Manager as far in advance as possible. These and other events will be booked at the sole discretion of the Clubhouse Manager.
