Homeless/Affordable Housing Grants

In addition to CDBG, the City of Appleton administers several grants that address priority housing and homeless needs identified in the Consolidated Plan for HUD, including:
  • Emergency Shelter Grant/Transitional Housing/Homeless Prevention (ESG/THP/HPP)
  • Continuum of Care/ Supportive Housing Program (COC/SHP)
  • Neighborhood Stabilization Program (NSP)
  • Homeless Prevention and Rapid Rehousing Program (HPRP) – ARRA Funded
  • Lead Hazard Control Grant (LHC) – ARRA Funded

Emergency Shelter Grant/Transitional Housing Program/Homeless Prevention Program (ESG/THP/HPP)
The goal of the ESG/THP/HPP Program involves, improving the quality of emergency shelters for the homeless, making additional emergency shelters available, meeting the costs of operating emergency shelters, and providing prevention programs and essential services to homeless persons.

ESG/THP/HPP funds serve all homeless populations, including victims of domestic violence, runaway adolescents, and persons with disabilities. Furthermore, the funding may be used in four categories of eligible activities: Renovation, Prevention, Essential Services, and Operation Costs. Within the City of Appleton the following local agencies receive ESG/THP/HPP funding to carry out the above tasks: Salvation Army of the Fox Cities, Housing Partnership of the Fox Cities, Emergency Shelter of the Fox Valley, COTS, ADVOCAP, and Legal Action of WI.


Continuum of Care/Supportive Housing Program (COC/SHP)
Appleton’s two COC/SHP Programs, entitled the Fox Cities Transitional Housing Program and Wireworks Permanent Supportive Housing Program, are designed to promote the development of supportive housing and supportive services to assist homeless persons in the transition from homelessness and to enable them to live as independently as possible. Assistance in the Supportive Housing Program is provided to help homeless persons meet three overall goals: 1. Achieve residential stability; 2. Increase skill levels and/or incomes; and 3. Obtain greater self-determination.

Supportive services, as provided by partner agencies, include child care, employment assistance, outpatient health services, case management, housing counseling, nutritional counseling, security arrangements, and guidance for other assistance. Salvation Army of the Fox Cities, Housing Partnership of the Fox Cities and ADVOCAP provide the direct services associated with the two COC/SHP Programs. Their match sources include rental income and private donations.


Homeless Prevention and Rapid Rehousing Program (HPRP)
Authorized under the American Recovery and Reinvestment Act of 2009 (ARRA). HPRP provides financial assistance and services to prevent individuals and families from becoming homeless (prevention) and help those who are experiencing homelessness (rapid rehousing) as a direct result of the current economic recession. The City of Appleton received over $560,000 in HPRP funds to serve both Outagamie and Calumet County residents via three subrecipient organizations.

First, the Emergency Shelter of the Fox Valley/LEAVEN partnership will provide rent payment assistance and related services to households at risk of housing loss under the prevention category. Each household will be screened and must provide an eviction notice before being receiving any financial assistance or services. All rent assistance payments will be made directly to the landlord. The majority of assistance will be one-time, but for the few households that require further assistance, income qualification will be conducted.

Second, Legal Action of WI will provide legal counseling to persons at risk of housing loss under the prevention category. Upon completion of an intake assessment, an attorney will scrutinize the tenant’s notices and leases to determine whether they meet legal eviction requirements.

Third, the Salvation Army of the Fox Cities will provide utility payment assistance to households at risk of housing loss under the prevention category. Each household will be allowed only one utility assistance payment to either prevent a utility disconnect or facilitate a reconnect. The amount of assistance will be determined on a case-by-case basis upon working with the client and utility company, with any agreed upon amount being sent directly to the utility company from the finance office. In addition, Salvation Army of the Fox Cities will provide rent payment and/or security deposit assistance to homeless households under the rapid rehousing category. Program eligibility will be determined by successful completion of an interview/assessment, willingness to participate in housing stabilization via accessing mainstream resources, and limited case management support. Up to 16 households will be served at a given time and participants will be responsible for signing leases with the landlords.


Neighborhood Stabilization Program (NSP)
Authorized under Title III of the Housing and Economic Recovery Act (HERA) of 2008 as an adjunct to the CDBG Program, the federal Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes. The City of Appleton received about $1.2 million from the State of Wisconsin’s NSP award to fund four subrecipients carrying out various activities.

First, the Appleton Housing Authority's project involves a vacant commercial property ordered for demolition by the City of Appleton. Upon acquisition of the property with other funds, NSP funds will be used to demolish the existing blighted structure and construct two no-step entrance, handicap-accessible, side-by-side duplexes for households under 50 percent CMI.

Second, the WI Partnership for Housing Development's project involves acquisition of two single-family foreclosed homes. These homes will be rehabilitated as necessary and eventually sold to home buyers between 80-120 percent of the CMI. Program income from the first two sales would be utilized for purchase and rehabilitation of a third home.

Third, Habitat for Humanity's project will utilize NSP funding to demolish two foreclosed, blighted homes that currently lower property values, degrade community morale, and reduce neighborhood pride. Two brand new homes will then be built to fit the current neighborhood character, adding new and vibrant structures in place of abandoned properties.

Fourth, the Housing Partnership of the Fox Cities' project involves NSP-funded acquisition and rehabilitation of two duplexes for additional units in a ‘Housing First’ program. Once the four units (serving households below 50 percent CMI) have achieved occupancy, the Housing Partnership will collaborate with the Emergency Shelter to fill and support the units.


Lead Hazard Control Grant (LHC)
HUD’s Lead Hazard Control program provides funding for hazard reduction services to eligible dwelling units. The program seeks to control lead-based paint hazards in privately owned housing occupied by income-eligible families with young children. The City of Appleton received $550,000 to fund the rehabilitation, risk assessment, relocation, and project delivery costs associated with lead hazard control via three programs -- the City of Appleton Homeowner Rehabilitation Loan Program, the City of Appleton Rental Rehabilitation Loan Program, and the Appleton Housing Authority Homebuyer Program.
