Community Development Block Grant (CDBG)

"The primary goal of the City of Appleton’s Community Development Block Grant (CDBG) Program is the creation of a thriving urban community through provision of assistance to low- and moderate-income (LMI) households in the forms of basic shelter, affordable housing opportunities, expanded economic opportunities, suitable living environments and supportive services related to residential, financial and social stability."

As an Entitlement Community – designated by the United States Department of Housing and Urban Development (HUD) – the City of Appleton receives a formula allocation of Community Development Block Grant (CDBG) funding on an annual basis. Each year, both City Departments and local agencies may apply for funding to implement activities that meet high priority needs as identified via community planning exercises.

As the nation’s eighth largest Federal grant program, the CDBG program impacts a community’s housing stock, business environment, neighborhoods and public facilities. Although the rehabilitation of affordable housing has traditionally been the largest single use of CDBG funds in Appleton, the program serves as a catalyst for economic development activities that expand jobs and business opportunities for lower income families and neighborhoods.

To be deemed an eligible activity, each project must meet one of the following three national objectives, as required by HUD: 1) benefit low-moderate income families and/or individuals; 2) prevent or eliminate slum or blight, or; 3) meet other urgent community development needs.

An eligible activity must also address a priority need, as identified in the City of Appleton’s Five-Year Consolidated Plan. Needs fall into the following categories: community development, homeless, housing, and non-homeless/special.
