FINANCE: Community Development Block Grant

 

"The primary goal of the City’s Community Development Block Grant Program is the development of a viable urban community through provision of decent housing, suitable living environments and economic opportunities, namely for low and moderate income persons."

2007 CAPER

The City of Appleton has prepared its 2007 Consolidated Annual Performance and Evaluation Report (CAPER) as required by the U.S. Department of Housing and Urban Development (HUD). The CAPER discusses Community Development Block Grant (CDBG) activities undertaken by the City of Appleton during the 2007 Program Year.

The general public has until June 16,2008 to offer comments on the proposed submission. Written comments on the 2007 CAPER may be submitted via email to sarah.higgins@appleton.org.


 

As an Entitlement Community – designated by the United States Department of Housing and Urban Development (HUD) – the City of Appleton provides grant assistance for local projects through use of Community Development Block Grants (CDBG).  Each year, organizations may apply for funding to implement activities that meet:

CDBG AWARDS PROCESS IN APPLETON

The CDBG Program Year operates on an April to March calendar.  In order to be prepared for an April start, the subrecipient application process generally begins in September and ends with awards being announced in mid-December.  See below table for a detailed description of the CDBG subrecipient awards process in Appleton.

CDBG FAIR HOUSING COMPONENT

Appleton, along with every other CDBG Entitlement Community in the country, must commit to providing fair housing opportunities in accordance with HUD guidelines. Thus, the City of Appleton issues an RFP each year seeking an outside agency to complete the necessary fair housing services.  Responsibilities of the selected agency include, but are not limited to:

  • Performing Investigative and Enforcement Tasks

  • Undertaking Outreach and Education Opportunities

  • Completing an Analysis of Impediments Report

    • Identify impediments to fair housing

    • Recommend appropriate actions to overcome these impediments
