As an Entitlement Community designated by the United
States Department of Housing and Urban Development (HUD) the
City of Appleton provides grant assistance for local projects
through use of Community Development Block Grants (CDBG). Each year, organizations may apply for funding to implement

The CDBG Program Year operates on an April to March
calendar. In order to
be prepared for an April start, the subrecipient application
process generally begins in September and ends with awards being

Appleton, along with every other CDBG
Entitlement Community in the country, must commit to providing
fair housing opportunities in accordance with HUD guidelines.
Thus, the City of Appleton issues an RFP each year seeking an
outside agency to complete the necessary fair housing services.
Responsibilities of the selected agency include, but are
not limited to:
