Arrest for Abduction

The Appleton Police Department has arrested an individual who abducted a victim from an Appleton parking lot on Sunday night.

On November 21, 2016, an investigator at the Appleton Police Department was contacted about a possible abduction.  He was informed the victim had already been released by the person responsible for the act.  The investigator met with the 17 year-old victim to confirm details of the incident.

The investigation revealed a familiarity between the victim and suspect.  The victim reported unwanted advances from the suspect, which had intensified recently.  Upon leaving her place of employment on W. Northland Avenue, on the night of November 20, 2016, the victim was physically forced into a van by the suspect.  The victim attempted to escape but could not due to equipment issues with the van.  She also fought off an attempt by the suspect to handcuff her while inside the vehicle.  The suspect drove a short distance, with the victim still fighting to get out of the vehicle, to a residence he shares with family on N. Birchwood Avenue.

The suspect pulled the vehicle into the garage of the residence on N. Birchwood Avenue.  A family member heard cries from the victim and checked on the situation.  The suspect’s family intervened and eventually returned the victim to her vehicle.  They asked her to not report the incident to the police.  After the victim told her family of the situation, they contacted the investigator at the Appleton Police Department.

The suspect admitted buying handcuffs, watching the victim’s activities and a plan to keep the victim with him following the abduction; while being interviewed by the investigator.

Toua Chang - Kidnapping - November 22, 2016

Toua (NMI) Chang (M/A, 11/13/97), an Appleton resident, has been confined at the Outagamie County Jail. The Appleton Police Department is requesting he be charged with Kidnapping, Stalking and False Imprisonment. The Outagamie County District Attorney’s Office will review the charges.  Chang’s initial appearance will occur on Wednesday, November 23, 2016.
