Sex Offender Release Notification **ADDRESS UPDATE**

Post Date:09/15/2016 3:28 PM

The following is a media release authorized by the Outagamie County Sex Offender Community Notification Core Team.  The Core Team is made up of representatives from local law enforcement, Department of Corrections, and the Outagamie County DA’s office.  The Core Team evaluates and makes decisions on the level of notification to the community for the pending release of sex offenders under Wisconsin Statutes 301.45 and 301.46.

On June 1, 1997, Wisconsin State Statute 301.45 (Act 440), the Sex Offender Registration and Community Notification law became effective.

Because sex offenders may pose a continuing risk of engaging in sex offenses while in the community, protection of the public is of paramount importance.  Community notification (the release of relevant offender information) furthers the interest of public safety and can enhance strategies for crime detection and prevention.

Sex offenders have always lived in our community.  However, until the passage of Megan’s Law in 1997, law enforcement often didn’t know where offenders were living and were not able to share that information with the general public if such information was made available to them.  Community notification is not intended to increase fear.  Rather, it is our belief that an informed public is a safer public.

A sex offender who has been convicted of a sex offense requiring registration with law enforcement in Appleton has been living in this community and has recently moved to a residence at 3 Woodmere Court. He is not wanted by the police at this time.

SEX OFFENDER INFORMATION BULLETIN

The City of Appleton Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46 which authorizes law enforcement agencies to inform the public of a sex offenders release, when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection.  The individual who appears on this notification has been convicted of a sexual offense.  Further, his criminal history places him in a classification level which reflects higher risk to the community.

This sex offender is not wanted by the police at this time.  This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.

Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated.
